Absolutely, you can start setting up your course even before all your content is finished.
To get started, you can begin by setting up the course structure and creating the group to which it will be assigned to. This allows you to lay the foundation for your course while you continue to work on developing its content.
Simply follow these steps:

Step 2. Once you've successfully linked a course to your group, you can start building modules, even if they don't contain content yet. These modules will act as placeholders, allowing you to develop them at your own pace. Watch the quick video below (no audio).
Step 3. After creating your placeholder modules, add them to the Course. Here's how: How do I add modules to a Course?
You can continue to work on your modules, and once you are ready to release them, you can update the module release schedule. Here's how: How do I use a Module Release page?
